Estimados amigos:

Abstract

The Ottawa Multicultural Education and Recreation Community Centre is a planned development that would facilitate the needs of the Ottawa-Gatineau communities by providing fundamental services that will aide in integration of new immigrants into Canadian society as well as re-integrating citizens back into their communities.

The overall goal for such a centre is to provide essential opportunities such as Official Language training, work force preparations, educating citizens on government and the services they provide, cultural preservation and promotion, and finally a recreational centre designed to solidify and build off these essential opportunities ? opportunities that most immigrants are unable to obtain due to language impediments or lack of knowledge with regards to Canada? s political system.

Just as important to this approach and goal, is the dire need for employment creation. Canada is in the midst of a global economic recession, and many of the funds required to make this centre a reality are specific measures found in the Federal Government? s 2009 Budget ? and thus are means by which to stimulate job growth and the economy. In terms of job creation, the overall construction of the facility as well as its wiring, plumbing, and electrical work, will all create substantial employment opportunities. In addition to this, as outlined in the ? Multifaceted Funding? section of this proposal, Budget 2009 makes way for apprenticeship opportunities, and as such would allow for additional employment to occur. Upon completion of the construction phase, additional employment opportunities will be created to not only run and maintain the centre, but also to provide its key services to the community. Conclusively, the creation of the Ottawa Multicultural Education and

Recreation Community Centre will allow new immigrants to receive the information and education they need in order to unlock their full potential. In terms of resident Canadians, this centre will provide them a means by which to live active and healthy lives, to receive Official Language training, opportunities to learn and explore diverse cultures and traditions, as well as being able to learn more or even further in-depth about their political systems.

We as Canadians have a duty to ensure that everyone who wishes to become Canadian has the rights and opportunities that we all cherish; that they are able to integrate themselves into the wholeness and greatness that is Canadian life, while being able to share, not sacrifice, their culture and traditions with the rest of Canadians in hopes of making Canada a better global citizen.

Dear Mr. Marulanda:

On behalf of _____________________________________________ it is my privilege to write this Letter of Support for the proposed Ottawa- Gatineau Multicultural Education and Recreation Community Centre. The National Capital Region presents distinct social, demographic, economic, and political features, which may differentiate the life experiences of visible minority residents compared to those of other larger and more diverse Canadian cities. The decrease of Canadian interest and involvement in the democratic process is an urgent problem; many New Canadians entre Canada with a bare minimum grasp of either Official Language. Whether it be locating employment, understanding our democratic processes, or fully integrating and participating in their community - a sheer lack of linguistic skills automatically sets new immigrants with a sociological handicap. The need for this community centre is clear. The overall goal proposed, is to provide essential opportunities and services such as Official Language training, work force preparations, education on governmental structure, responsibilities, and services, cultural preservation and promotion, daycare services, and finally a recreational component designed to solidify and build off these opportunities and services. We do not dispute these goals - in fact we embrace these proposed components. The reduction of financing for after-school programs speaks directly to a rise in crime with immigrant adolescents. The Centre's proposed creation of affordable after-school programs will aide in reducing crime as these program's will engage young people to become more active in their communities and culture, as well as offering programs that are appealing to their needs and interests. The need for cultural, economical, political, and social equality and the creation of opportunities is clear - all that remains is the desire and passion to transform potential into results and proposals into realities. We look forward to co-operating with you and your organization to make this proposal a reality. Thank you for your time, and I look forward to hearing from you about moving forward together with the proposal.

Sincerely,

[Originally Signed]
